Mr. Outlaw is an O&M Director at Carlson Environmental Consultants, PC (CEC). He is responsible for managing the Operations and Maintenance group in the Florida/Georgia Region to ensure all employees have the proper training and skills required to perform top in this industry while also ensuring they can navigate through the changes in technology, regulations and compliance of the solid waste industry. His experience encompasses pipeline construction and consultation, Utility/Solar Flare installations, both VAC-Truck and Hydro Jetting, pneumatic pumps, electric pumps, leachate control devices, GCCS control devices, Non routine LFG maintenance and repair/maintenance/construction of all LFG GCCS components, earth works, high H2S gas mitigation and various elevated temperature and gas chromatograph studies and practices for over 120 Landfill gas collection systems across 26 states and Puerto Rico for over nine (9) years.
